What this noun is allowed to mean

A New Jersey statutory trigger on industrial establishments, with its own notices, forms, and remediation path. NJDEP’s ISRA page is the agency door (Source: NJDEP ISRA). Counsel decides whether a given NAICS, a given lease, or a given stock sale trips it. This glossary will not apply the statute to a fact pattern.

What this noun is forbidden to mean

A national “transfer act” that you can paste onto Ohio or Texas. A substitute for ASTM E1527-21. A reason to skip Phase I and Phase II in a state whose research cell is not a transfer-act Y. EPA All Appropriate Inquiries still lives in 40 C.F.R. Part 312 whether or not ISRA applies (Source: EPA / 40 C.F.R. Part 312).

Census CBP 2023’s national establishment file is not a New Jersey applicability test (Source: Census CBP). Do not invent a shop count as a trigger.

Why mention Connecticut on an ISRA page?

Only to say it is a different statute. Confirm current applicability with counsel. This page will not invent a form number or a filing fee.

How a New Jersey plant file should treat the noun in week one

Ask environmental counsel three questions: does this NAICS and this property meet the industrial-establishment definition as currently applied; does this transfer type (asset, stock, lease assignment) trip the statute; and what is the first notice that has to go out. Then put those answers on the Gantt chart next to Phase I. AAI still runs. ISRA may run. They are parallel, not substitutes.

Buyers who want a 504 on the building still need occupancy and a current Phase I. Sellers who want a clean APA still need to know whether a remediation funding source or a sign-off is a closing condition. Do not leave that to a “we will figure out DEP later” sentence.

This glossary will not apply ISRA to a Pennsylvania or Ohio file because the process “looks similar.” State environmental transfer laws is the map. If the research cell is not a transfer-act Y, do not write ISRA on the CIM.

Federal Reserve 76.0% utilization is irrelevant to a DEP form (Source: Federal Reserve G.17). National capacity does not close an industrial-establishment file. The glossary only keeps the New Jersey noun from becoming a national brand.

Isolation

The glossary keeps ISRA off the Phase I H1. The FAQ holds the question form. Jason Taken is a business broker. Educational information only.

When a New Jersey industrial file is real, book a confidential intro call.

What not to put in a teaser, and the trigger people guess wrong

Do not write “ISRA cleared” unless counsel has said the current transfer does not trigger, or the required work is done. Do not write “Phase I instead of ISRA.” A nameless teaser can say “industrial establishment, New Jersey environmental counsel engaged.” That is enough.

People guess that a stock sale skips ISRA, or that a lease assignment skips it. Guessing is how calendars break. Counsel applies the current trigger to the actual instrument. Phase I still runs in parallel. Bring the New Jersey address, the NAICS, and the transfer type you think you are using. Do not bring a story about another state’s statute. State environmental transfer laws is the map. After the New Jersey noun is straight, a confidential intro call is the conversion path.

What ISRA is not

It is not a national brand. It is not the Connecticut Transfer Act. It is not a Phase I. Phase I still runs in parallel. It is not a statute this site will paste onto another state’s close. Federal Reserve 76.0% utilization is irrelevant to a DEP form (Source: Federal Reserve G.17).

How it shows up: only when the industrial file sits in New Jersey. A nameless teaser can say “industrial establishment, New Jersey environmental counsel engaged.” Do not write “ISRA cleared” unless counsel has said the current transfer does not trigger, or the required work is done. Bring the address, the NAICS, and the transfer type. Counsel applies the current trigger. This page will not invent a Y/N cell for any other state.
