When is a move really a WARN and labor file?

Read WARN before anyone books a rigger. Federal law generally covers 100 or more full-time employees and wants 60 days before a plant closing that hits 50 or more employment losses, or a mass layoff at the 500 / 33% tests. State mini-WARN can be tighter. New York's Department of Labor publishes a 50 full-time / 90-day posture (Source: NY DOL). New Jersey compilations cite a 90-day clock plus statutory severance — confirm current thresholds. Do not treat a 40-person shop as "no statute" without counsel; some states sit below the federal headcount.

Union successorship is the second folder. Moving work out of a bargained plant is not a real-estate optimization. It is effects bargaining and, on some funds, withdrawal-liability math. The building is the easy object.

What physical work the trucking quote will omit?

Foundations, pits, process water, compressed air, dust collection, wastewater pretreatment, and the bus that actually feeds the cell. A 5-axis that ran on a 400-amp drop will not start because the new park has "industrial power" in the brochure. Clean rooms and food rooms add validation weeks. Plating and finishing add environmental permits at the destination that the origin's permits do not carry.

Skilled labor is the hidden invoice. Deloitte and the Manufacturing Institute estimated 3.8 million workers needed from 2024 to 2033, with 1.9 million potentially unfilled (Source: Deloitte/MI). A 40-mile move can drop the second-shift lead as thoroughly as a layoff.

How should buyers compare a move to staying put on an ugly lease?

Lease assignment may be expensive in rent and still cheaper than a move. Run both pencils in the same week. Include idle production, scrap during restart, expedite freight, and the probability that a customer re-sources "just in case." Fed G.17 utilization at 76.0% in July 2026 (Source: Fed G.17) means many plants have slack. Slack does not mean your customer will wait.

Sellers who market "the buyer can move it anywhere" are often marketing a shop whose landlord will not assign. Ask for the lease before you fall in love with the iron.

What confidentiality rules keep a move from becoming a customer rumor?

Do not put "relocation consultant" on a visitor badge while the sale is still unnamed. Night measurements, a landlord-approved contractor gate, and a true cover — "facilities study" — beat improvisation. Customer notice is a written week after the LOI says who may speak. Competitors love a half-true move rumor. How it works exists to keep the sequence boring.

CNC cell whose move cost includes power, foundations, and revalidation
the cell moves only after power, foundation, and customer sign-off exist at the new address.

What does moving a 16-person plating line versus a 16-person dry CNC cell teach?

The CNC cell needs a foundation, power, and a week of laser alignment. The plating line needs tanks, liners, wastewater, air permits, and an Environmental Professional at the destination. One of those is a facilities project. The other is a mini-greenfield. A buyer who applies the CNC pencil to the plater will miss a quarter. New Jersey ISRA is still not the move statute; it is a transfer statute if an industrial establishment in that state changes hands. Do not drag ISRA into a Tennessee relocation.

If the plating company has 120 full-time people and the buyer will close the origin plant, WARN counsel starts the same week as the millwright.

Jason Taken is a business broker. He does not run relocations, file WARN notices, or design bus ducts. Educational information only. Compare stay-versus-move with real utility and labor quotes, and put employment counsel on any file that could hit federal or state notice tests. A trucking estimate is the smallest number in the packet. Data current as of September 2026.

A stay-versus-move week that stays quiet

Monday. Read the origin lease and the destination draft. If neither exists, you do not have a move plan.

Tuesday. Employment counsel applies WARN and mini-WARN to the actual headcount and the planned site losses.

Wednesday. Millwright and electrician walk both floors. Brochure photos are retired.

Thursday. Quality lists every customer who must revalidate. Name the weeks.

Friday. Compare total move cash plus idle margin against stay-and-assign or buy-the-plant.

The teaser. Does not mention a move. Rumors start themselves.

How should first-90-days operators treat a move they inherited in the LOI?

If the purchase agreement assumed a stay and the buyer announced a move at the all-hands, the file has two problems: trust and statute. Rewriting the plan after close can still trigger notice clocks. Speak to counsel before the speech. Then speak to the second-shift lead before the customer.

Idle-week cash belongs in the model the lender already saw. Surprising a 7(a) lender with a dark month is how covenants get ugly.

What export-control and government-contract floors add to a change of address?

Registered ITAR exporters and FAR contractors do not treat a new address as a postcard. Registration amendments, shipping addresses on contracts, and, on some files, novation or notice obligations attach. A move plus a sale is two agency calendars. Keep them labeled. The real-estate broker on the new lease does not run DDTC.

CFIUS is a foreign-buyer file, not a moving-truck file. Do not mix the acronyms to sound thorough.

How should sellers disclose a planned consolidation without killing the auction?

If the obvious buyer is a nearby platform that will fold the work, price that as a labor and real-estate fact in the internal memo. Do not put "synergies" in the CIM as if they were free. IBBA Pulse Q1 2026 reported 83% of deals above $5 million had three or more offers (Source: IBBA / M&A Source). Strategic bidders will model the move anyway. Make them model it against a stay case you actually believe.

HedgeStone will not promise employees that "nothing changes" when the LOI already funds a rigger.

How should utilities, cranes, and municipal incentives at the destination be verified before the LOI assumes a move?

A city that "wants manufacturing" is not a transformer. Get a written utility letter for the amperage, the process-water volume, and the pretreatment capacity the cell actually uses. Crane coverage and floor loading are measured, not promised in a chamber-of-commerce PDF. Tax abatements that require a headcount the WARN plan is about to cut are not incentives. They are contradictions.

If the destination is a lease, read that lease with the same assignment discipline as the origin. Moving into a five-year term after leaving a fifteen-year problem is not progress.

What inventory, tooling, and customer-owned fixtures should not get on the truck?

Consigned resin, customer dies, and calibrated gauges have owners who are not the seller. A move that ships them without written permission is conversion with a bill of lading. Count the cage. Photograph the tags. Ask who pays if a die is damaged in transit. Working-capital pegs assume inventory that still exists at the new address in sellable form. Vibration and humidity during a move can retire a lot of "good" stock.

Tooling that is validated to a customer's PPAP package may need revalidation after a change of address even if the same press and the same die sit on the new floor. Quality owns that list. The rigger does not.

How should a two-address overlap week be staffed without pretending the origin plant is still at full output?

Overlap is cash: rent or ownership at both sites, doubled utilities, and a split crew. Model it. A heroic weekend cutover is how a 5-axis gets crashed and a food room fails first-article. Name a plant manager for each address during the overlap. Name who can stop a truck if the destination power is not live. BLS wage medians do not buy a second crew. Budget the hours.

If the origin landlord wants restoration the week you leave, that crew cannot also run production. Sequence restoration after the last ship from the old dock, or admit you are paying idle people to demo pits.

When should a buyer treat "we will move it later" as a reason to pass?

When the iron is a plating line, a clean room, or a USDA room and the buyer has never moved one. When the destination has no written power. When the key operators have already said they will not commute. When WARN counsel has not been hired on a 120-person file. Those are not scheduling issues. They are file-quality issues. HedgeStone will still run a stay case. We will not decorate a pass with optimism.

Mini-WARN states already listed on this site include California, New York, and New Jersey compilations, plus others counsel must confirm. A 75-person California file can be in Cal-WARN territory while sitting under the federal 100-person line. Do not take a federal-only reading on a California or New York plant closing. The destination state's notice law can also apply if employment losses happen there. Write both clocks on one page. Write both clocks on one page.

Write both origin and destination notice clocks on one shared page so counsel can see the earlier date.
